Important Consultation on Changes to Your Tenancy Agreement

Shropshire Towns and Rural Housing (STAR Housing) is conducting a consultation on behalf of Shropshire Council to gather tenant feedback on proposed updates to the tenancy agreement.

In 2018/19, a similar consultation was conducted when older tenancy agreements were consolidated into a single agreement. The tenancy agreement is now being reviewed again to ensure it is clear, up to date, and reflects the intended management of rents and service charges.

The consultation is an opportunity for tenants to provide feedback.

What is Changing and Why?

Rent Charging Model – Moving from 48 Weeks to 52 Weeks

Currently, rent is collected based on an implied 48-week year, resulting in four “rent-clear” weeks annually. The current tenancy agreement does not specify this model.

The proposal is to collect rent across all 52 weeks of the year. This does not mean an additional 4 weeks of rent will be paid; instead, the yearly rent charge will be evenly divided across 52 weeks. Weekly charges will be slightly lower, and rent-clear weeks will be removed.

Service Charges

Service charges have always been set on a fixed charge basis, not a variable one. Although this has been the practice, the tenancy agreement has not clearly stated it. The new agreement will clarify service charge setting and include a list of all potential service charges.

All comments received by this date will be considered before Shropshire Council makes a final decision to vary the tenancy agreement.

Next Steps

Consultation runs from 13th October 2025 to 9th November 2025.

All responses will be carefully considered. A summary of feedback will be published and the final version of the tenancy agreement will be confirmed. Notification will be provided regarding when the new agreement will take effect.

At this stage, no decision has been made. These are proposals and the outcome will depend on the feedback received.
