What Does the Scrutiny Panel Do?

Our Scrutiny Panel conducts thorough reviews of different service areas, looking at a range of information (policies, procedures and data etc), and speak to customers, staff and contractors before putting forward recommendations for improvement. They report directly to the Board and Customer Subcommittee, aiming to complete three reviews annually.

About Customer Scrutiny

The Customer Scrutiny Panel is an independent group of STAR Housing customers who work with STAR Housing. Acting as a constructive critical voice, the panel assesses and challenges STAR’s services on behalf of its customers. This co-regulation approach ensures greater customer involvement in decision-making and service scrutiny, leading to higher customer satisfaction and the continuous delivery of excellent services.

Scrutiny Process

The panel selects specific service areas for scrutiny, which involves:

  • Reviewing policies and procedures
  • Analysing performance data and trends
  • Consulting with other customers
  • Interviewing staff, managers, and contractors
  • Benchmarking with other organisations

Once a scrutiny exercise is completed, the panel drafts a report with recommendations and timelines, which are then approved by the Senior Management Team (SMT) and the Board. The implementation of these recommendations is monitored and reviewed to ensure improvements are made.
